TEST and Its Vision
Teacher Empowerment for School Transformation (TEST) programme is a three-year leadership development programme aimed at building the capacity of State and District Education Offices to empower School Leaders in creating a collaborative and empowered work culture in schools.
Quality of State and District Officers’ and School Leaders’ Leadership
School Leaders and State and District Officers demonstrate ability to lead change.
Quality of Teachers’ Instructional Skills
Teachers indicate increase in SKPMg-2 Standard Four (Malaysia’s Standards for Teaching and Learning).
Quality of Students’ Learning and Leadership Skills
Students display progress in their learning and leadership competencies.
When Schools Learn, Students Learn.
To achieve our goal, the State and District Education Officers together with the Ministry of Education and Edvolution Enterprise as a supporting organisation form an ‘External Ecosystem’ that works to create a network of schools to drive school transformation.
The role of the external ecosystem is to empower the core ecosystem to identify, plan and implement customised solutions that will bring positive impact to students.
TEST Under PDCA Framework
TEST is co-created with District Education Officers (PPD Officers) based on the Plan, Do, Check and Act (PDCA) framework.
The programme supports the aspirations of Ministry of Education Malaysia to develop its human capital to lead schools towards improvement through customised solutions.

Introduction
District Education Officers Coaching by TEST
TEST works to train District Education Officers to empower schools to be a catalyst of change in teaching and learning, a coach and mentor to their peers, and an expert in turning students’ data into action.

School Leadership Coaching by District Education Officers
In line with the District Transformation Program (DTP) and shift #6 in the Malaysia Education blueprint 2013-2025 (MEB), District Education Officers will work closely with schools to guide school leaders and teachers in school reform.
Maturity
Impact Measurement through Support and Monitoring
Both District Education Officers and schools will then be supported extensively by TEST to be equipped with skills to improve whole school outcomes – these skills include strategic planning, data analysis, coaching teams, change management and community engagement.
Reinvention
Competent Coaches and Leaders
District Education Officers will be capable to support schools towards improving students’ learning.
Schools will have a pipeline of educators who will be competent instructional leaders, passionate community builders and transformative leaders.
Schools and District Education Officers will join a network of high-performing leaders. They will be invited to further hone their leadership skills through continued engagement with TEST’s programs.
Impact is Everything
The programme has engaged with 14 schools in the Northeast District of Penang Malaysia, and has impacted over 8,000 students over the course of two years.
